Dell Poweredge 2850 and PCI v2.2 Sata Card

I am the proud new owner of a used Poweredge 2850. Mine has the riser card with 3 PCI-X slots (all the same size). I am trying to add a PCI sata card to the system. However, when I power on the system, it will begin the fan power-up sound, but then turn off after a couple seconds. It will not get to the stage where it outputs video on the VGA port. I can remove the card and the system will boot fine.

The card is the SYBA Combo IDE/eSATA/SATA PCI v2.2 (should be compatible with PCI-X).
I found that slot three in the server accepts half-length cards, like the SYBA card, but the system will not boot if the card is in any of the three PCI-X slots.

Any ideas?
