When battery is in laptop it detects the battery and shows the manufacturer and serial number and everything but shows 0% charge and it's not charging. When looking at power options it has red cross over it. So it's present but not working. When I press the test button on the battery itself (5 leds to show the charge) it doesn't show anything. I'm unsure if it's because the battery was not able to charge after the charger went or is it because the batter is just dead and charger is fine.

Did anybody have a similar problem to this?
Is it the battery that is dead (internal circuit or cells?)
Or is it the charging circuit on the motherboard?

Sounds like a bad battery. In my experience with Dell batteries if the LEDs do not light up when you press the button the battery is bad. The AC adapter is obviously fine as the notebook is running.

I have found true Dell brand-new batteries on eBay for a good price...just READ THE AD CAREFULLY and make sure it is genuine Dell NEW not used, refurbished or 'compatible' and the exact part number. I have had very bad luck with imitation Dell batteries.

I would contact the seller and make sure that battery is MADE by Dell, or has a Dell part #. I don't like seeing the word 'compatible'. You know the eBay rules, ask all questions BEFORE bidding/buying. I don't see the word 'genuine' either.

I prefer seeing something like this:

I know of what I speak. Caveat emptor. Read the ads carefully, and beware of what they do NOT tell you. That said, I did not read the fine print on that ad either, but I like seeing "DELL" written on the battery!
