dell dimension 2350 has onboard video and the video is all fragmented and can get the PC to boot but screen has blue lines all on it and when pulling up the BIOS the screen is constantly moving. Is there a poor video and various "?" for the VGA controller/SMA controller/Ethernet controller in the device manager. Is the motherboard shot or can Ijust add a video card to fix this issue? Thanks

Try your monitor on a different system, or try a different monitor on yours.
If yours does not work elsewhere, or if another one works ok on yours, then your monitor is probably bad.

If your monitor is ok, then see if installing a video card works.
You may have to disable the onboard video either in BIOS or with a MB jumper.
