Dell 2550 power blinking green

My Dell 2550 is not reaching post, no video.
All the fans run, but the power light is blinking green.
The system will not shut off with the power switch have to shut the power bar off.
I replaced RAM, VRM, CPU but nothing happens.

Any ideas?
 
PCI cards have been known to hang up a post sequence. Try executing the post without any pci cards installed.

 
I try without any pci cards and Dell riser card
 
Any bulging capacitors on the mobo?

How about without floppy or CDrom connected ?

Do you have a compatible power supply you can swap in as a test?

I replaced motherboard and everything is OK
