Delivery confirmation 2

Let's say I send 10 emails in Outlook with the confirmation of delivery option turned on but I only recieve 6 confirmations. I confirm with the recipient and all 10 were recieved. Can someone tell me why I wouldn't recieve the other 4?

I have searched on google for this, but haven't had any luck. I am really looking for some articles, but any information would be helpful.

Could it be that there servers are turned off for giving delivery reports?

Due to Spam concerns a lot of companies have delivery receipts turned off. We do. In our case we use XWall for our spam filter and strip read and delivery receipt flags at XWall.

The reason for turning Delivery Receipts off is that you don't want spammers to know they've reached a legit email address when they're on one of their fishing expeditions. I've seen in our logs where they've literally tried every word in dictionary, as well as common names, to see if they hit a legit address (or as a RNDR attack).
