delgation of create contacts

Can I delegate permission to a user or group so they can create and edit "custom receipient" or mail contact objects in AD located in a specific container folder. I tried doing this on a test OU through delgation of control wizard in AD users / computers - selected a user - selected create custom task delgation - selected create contact object - selected "only" contact obejcts - checked create / delete objects in this folder. Finish. We do not create an internal mailbox for these entries in AD they are all outside vendors that we communicate with.
