If you are try to delete the rows via EM, Enterprise Manager, you may be running into a time-out condition. You may want to run your delete statment in Query Analyzer or through you application if it has this mechanism.
there are two conditions preventing a deletion that i have noticed - one with an error message to the effect that insufficient row information was available - this is solved by including the primary key in the sql statement, but another with no error message at all; nothing happens, i remember. i'll post exact symptoms when i can.
sometimes it is not appropriate to use the query analyser or to write an application when all i am doing is ad-hoc administration. i don't usually mess around with the back end in an ad-hoc way - i consider it bad practice - but small amendments are forgiveable.
