Deleting Mass Emails from ACT!

My company has over 80K emails in its database, but only 40K seem to be valid. Our malinglist software pulls from our database so it attempts to send those emails each time send a newsletter. I was told that we have to remove those records in ACT!. How do we go about doing that?

What version of ACT!?
What mailinglist software?
How is the mailinglist software pulling from ACT!?
How would you determine the bad addresses?
