Deleting Mailbox does not reduce the size of the store

2003 Domain with Exchange 2003 Sp2. Enterprise. Multiple stores with the same behavior being seen on all stores.

We are deleting mailboxes and Mail with many gigs worth of data in them but the size of the information store's are not going down.
To experiment I have removed the options to hold the mailbox for 30 days and have done everything that I know of to tell it to delete immediately. I can delete the account and it does disappear from the system manager and AD. The space that the mailbox took up does not seem to be reclaimed. In the past two weeks I have deleted over 10 gigs of mail and or mailboxes and have yet to see that space reclaimed.

Any ideas?
 
The size of the database files isn't going to go down. The amount of whitespace reported in the 1221 event log entries should increase.

Database files only get smaller when you do an offline defrag, and that's generally not required, as Exchange will reuse white space.
