Deleting files like "$NtServicePackUninstall$" - can I do this? 2

I have discovered that the WINDOWS folder on our Windows 2003 Standard edition is frightfully big.

On closer inspection, I found several files located here with a similar naming convention.

C:\WINDOWS\$MSI31Uninstall_KB893803v2$

I would imagine these files are used for back-tracking after updating. As we do not intend to do this, can I delete them?

Theoretically yes you can. The problem this may bring is that should you need to roll back some updates or service packs you may end up struggling as the add\remove programs wizard will reference these directories.

Personally I’d say try and free space some other way but if you have no other option then go for it.
 
There are some third party tools that will not only remove those files, but remove the add/remove programs entry for them. Been a while since I've looked at them - so can't recall what they're called.
