I would have to say unless you know what the file does, or effects to leave well enough alone. I cant find it on my windows NT 4.0 machine, windows 2000 or windows XP machines. I would have to say that most likely this file is associated to some program that could be running and by deleting it would give you either the BSOD or problems. If you are looking to increase file space, this wouldnt be the way I would recommend doing it, and I would have you ask your IT staff prior to doing it.
More often than not items in your %systemroot% folder is not to be manually messed with unless you know exactly what it is you are doing and to what.
I've seen these on our server that contain all the Print Services. I deleted them without any problems. May had something to do with the HP Jet Direct Admin software that we use to set up the printers as a network printer.
I have also deleted these files without problems.
If one is in use you will not be able to delete it.
I do know tht MS Access sometimes leaves the Jet*.tmp files behind, usually in the Temp directory.
