Deleteing file in Document Lib ... Cannot complete this action

When I try to delete a file in a Document Library I get a message "Cannot complete this action" there is no error in any of the logs. I can edit the document, I can create new documents and I can delete the folder containing the Document I just cannot delet the Document. We have been pointed to the <Identity Impersonate ="True"/> tag in the web.config file but that is set correctly. Any suggestions would be of great help.
