Deleted Items Store

In Outlook, the option under tools - "Recover Deleted Items" is greyed out.

I think I need to enable something in Exchange. Where is this setting?

I want users to be able to recover messages they have accidently deleted within 7 days.

Check the help for the word 'retain' and 'retention', it will reveal settings in the Set Folder Limits part.
