Deleted files remain in Windows Explorer file list... 1

We are having a problem in that when users delete files while in Windows Explorer the file won't disappear until maybe a minute later. Then what happens is the user thinks it is not deleted and tries to keep deleting but gets the error that the file doesn't exist. Does anyone know why it takes so long for Windows Explorer to update the folder contents to show the file has been deleted?

I should note as well that you can influence the Explorer screen refresh rate, but it leads to a "flashing" of the screen that drives users nuts.
