I downloaded Reader 7.0 full version. During installation process, it says "Setup has detected that you have a more functional product installed. Setup will now terminate."

This is the background situation. Recently, to fix a problem, I deleted all registry items with "Adobe" using regedit. After that, Adobe Reader does not start at all. Maybe, I errorneously deleted necessary files such as msi. Windows System Restore does not work. Please help.

Have you had a full version of acrobat installed at some point in the past?

When you did the regedit step, did you also do file deletions?

Had you tried reinstalling reader after you removed adobe items from the registry?

After I deleted all registry files, I deleted all files under Acrobat 7 folder (Program Files) using Safe Mode. Then, I installed the full version of Adobe Reader 7 and got the above error message.

I was searching for some stuff today and I found a this microsoft link:

It was put up in a thread in relation to an adobe problem - I can not remember the specific discussion now.

This tool is not something I have used or know anything about - risks are yours, but it might be able to help you with your issue.
