Delete/disable the "Encryption Settings button" from the Basic Tab

Hi,

I want to delete/disable the "Encryption Settings" button from the Basic Tab of DataBase proerties for all mail users.
But manager permission will be there for all users with their mail box.

What should be the approach for this.

Can anybody help me out in this matter.
