delete/add pages in a form option not available

I want to add pages and delete a page in an Adobe form that I created in Acrobat. The problem is that the option is not available to insert or delete a page - it's grayed out. I can't figure out why I don't have the option. Is there a setting or a mode I have to go into to do this? TIA!
