Delegation of Control

To mail enable a user requires a minimum of exchange view only administrator permission. The lowest level at which you can delegate this through the GUI is the Administrative group. Right click on the administrative group, click delegate, and grant exchange view only administrator to the user or group in question. If you want to delegate at a lower lever, say the server or the storage group or store, then you can't do it through the GUI.
