DELEGATING RIGHTS TO CREATE MAILBOX

I have delegated my helpdesk team to be able to create users in a particular OU in my active directory. I would like them to be able to create mailboxes for each user they create.
What steps do i need to take on exchange for them to be able to do this? I do not want them to have any other rights other then to create.

I think you best bet is creating a script that allows them to create the mailboxes. That is the cheapeast. Else, you may want to use Quest ActiveRoles Server or DRA from NetIQ for administration. You can do some tweeking to the Admin tools but if you just want only create, I think you have no way to do this without them also having access to edit and delete.
