Delegated Deleted Items

Hello if anyone can please help I would appreciate it. I have a user who has delegated access to another users mail account. Problem is she is unable to "empty deleted item folder" from the delegated persons mail. She can delete her own fine. She has editor rights to everything; Inbox, Sent Items, Deleted items, etc.. She can delete things in the deleted items folder one at a time but she can't use that command. Can she only use that command for her own mailbox? Should I try owner rights to the Deleted Items folder?
