delegate right to move users between OU's

Does anybody know what delegate rights are required in Windows 2000 Active Directory to move users from one OU to another.
I have a office administrator who is going to look after this for me along with Job descriptions etc. Currently all our users are in one OU which is most unusefull when I want to add everybody in business unit x or Y to a group etc.
