Delegate: Join Computer to Domain

I have windows 2003 domain. We have just hired a few techs and they need the able to add computers to the domain and change computer names when needed. I have tried to give them this authority by using the Delegation of Control Wizard and by editing the Domain Security Policy, but neither of these has worked.

So my question is....What do I need to do now? Or, what have I done wrong?

Cant you just make them Domain Admins ?

set them up as account operators. Then they have the rights to add and remove computers and also users.
