Delaying actions until other aciton have been initiated

I am trying to create a rollover effect that is giving me no end of problem.
Here is an example of what is going wrong

. As you can see on the left side I have rollover effects connected to the picture in the frame. I also have a selected state assigned so when the picture is clicked it elicits the image that appears on the right. You may also have noticed if you rolled over the black area on the right before you click on the picture that images appear. This is not what I want. The question is how can I assign a rollover effect to these images so they will only be initated after the selected state has been elicited.
