delayed receipt of email

Environemnt: Exchange 2003, single domain, internal email, all on local LAN

Problem: User A sends email to Users B & C
User B receives email immediately. User C receives email seveal minutes later.

Looked at Outlook options but can't find anything different between the two to cause this.

User C sends email to himself and it does not show up immediately.

This happens for several users yet other users receive emails immediately.

Any ideas?

I have the same problem but only users with big mailbox (above 500M) and have a lot of windows/program open. Usually the delay is between 30-60 seconds for them.
