delayed receipt of email

Environemnt: Exchange 2003 with Outlook 2003, single domain, internal email, all on local LAN

Problem: User A sends email to Users B & C
User B receives email immediately. User C receives email seveal minutes later.

Looked at Outlook options but can't find anything different between the two to cause this.

Any ideas?
