delayed connection of inbound calls

Using Avaya IP office with 8.1 version 73 connected to Bell (ONT) Optical Network Terminal fibre to analog lines.
Inbound calls ring on the IP office , you answer however the person that generated the calls phone is still ringing 5 to
6 seconds later you hear a click then the call is connected. It is also dropping calls and there is the occasional
phantom ringing. If I take it to 9.0 version 4.0 will this solve the issue?
 
I doubt it, it sounds like the lines not detecting the call being answered correctly :)

 
Test the lines in front of the IPO with a butt set. Determine if the issue persists with the phone system out of the equation.
