The problem occurs after accessing the C: drive from My Computer. When you go to double click on any local folder it pauses for five seconds before even selecting and accessing the folder. The problem does not occur on network folders. I have deleted the user profile and recreated it. I have also turned off system restore to no avail.

Any suggestions would be helpful.

What view are you using? Thumbnails sorted by something funky?
Set it to "list view" and "sorted by name" and see what happens.

Open up Task Manager and watch the CPU and Memory usage when you try to open up a folder... Does it spike or can you do other things while you are waiting for it to open?

Try it in Safe Mode. Also see how it goes if you switch off anti virus software for a few moments.
