Delay in Recover Deleted Items

We have Outlook 2003 and Exchange 2003. This is happening to only one user. They manually empty Deleted Items but those items may take several hours to appear in Recover Deleted Items so that they can be recovered. One item did not appear at all today. Any suggestions on what could make this happen. Thanks for any help.
