If this were MY system, I have some of my trunk groups at my remote sites set up so they will first dial out the trunks at their own site, but if that fails there is a second route element that will send the calls across the network and out the main site. There is an initial delay in that situation until the primary trunks time out - I'm not sure it's as long as 25 seconds, but it's been a while. I would look to see if your routing includes overflow to a second trunk group if the primary fails - that would be my first guess not knowing your system. Note that because in my situation the calls actually go out, but just have a delay, I actually have special fault codes set up to monitor the trunks at the remote site and if they fail that will generate a major alarm. Otherwise it might take a while to realize the primary trunks went down until the outside customers start calling one of the other locations complaining they can't get through....
