Delay in Email after restoring directory

I just restored exchsrvr directory onto a new server using NT Backup. I am running NT 4.0 SP6a and Exchange Server 5.5 SP4. Although I can receive and send internet messages, it seems to be slow at times. Messages sometimes stay in the MTA queue for about 1/2 hour before it sends out. I noticed there's alot of Directory Service messages going out and coming in? What are they? I'm assuming they are a directory synchronization message of some sort? If so, does that cause a delay in the MTA queue? Any input will be appreciated.
