delay in dialing

I have two Merlin Magix systems connected via PRI. At the remote site they have no LS/GS trunks, they strictly dial out over lines off main sys. When you dial 9 to access an outside line and dial the number there is about a 6 or 7 second delay before you hear any ringing. The dead air causes users to hang up and issues with faxing. What system settings if any would affect this.
 
It may be that the Inter-digit Timers were played with. Do SYSTEM SETUP printout of the remote site and look for the section on timers. The portion you're interested in should look like this:

A Inter-digit Timers (seconds) : 5 24 24 10 10 10 10 5 5
A Recall Timer : 450 msec
A Second Dial-tone Timer : 0 msec
A Rotary Line Cut Through : Delay
A Unassigned Extension : 150


The values shown above are the defaults. If yours vary, change them back to default by going to Sys Program, Start, Options, More, Inter-digit and then choose which timer needs modification (timers are numbered from 1 to 9).
