Delay before calls can be placed on hold , transfered or parked

Does anyone know why and how to fix or stop the delay time after a call has been answered before it can be either placed on hold, transfered or parked on Either Legend or Magix attendant positions. You can touch the applicable button several times before operation will occour. It more a matter of time than touching the button.

Sometimes, due to the LACK OF CENTRAL OFFICE SUPERVISION, you must press the POUND (#) Sign to tell the Legend/Magix the call is complete.

There may be other issues afoot here...
