Defragment finishes , but doesnt actually work

I have a problem. I am running windows 2000 , and my system is really fragmented right now.

I ran chkdsk first, then i ran the defragment program. After it was done, i analyzed my hard disk again, but it reported as if i never had defragmented in the first place.

I even ran defragment again (2 times to be exact) , in safe mode, and with any other program turned off.

If anyone has any suggestions short of re-formatting, please let me know!

You have been running as administrator and with free disk space > 25% ?
 
If there isnt sufficient Disk space atleast about 20% on a partition, its possible that you will get such a report. Btw, which defrag tool did you use? Its best to go in for any of the third party tools as compared to the built-in.
 
If using the NTFS filestore, the Microsoft standard is for a loose, not a tight, defragmentation. Under NTFS there is little real advantage to a tight defrag.
