Even if you had a list like that, it wouldn't stop a user from removing them. Using fonts other than serif and sans serif (unless it's a graphical image) is risky, at best. Just no telling what each users preferences are. Best bet is to specify (arial, helvetica, sans serif) for non-serif fonts. For serif fonts, which I do not recommend for web pages, is to specify (serif) only. The user machine will make the substituion for you. There's always a better way...
