Default save format

I know how to set the default save format, but have been unable to get it to work for all users. I have tried changing the XCU files, but this stopped save working altogether & I had to re-install OOo on that server.
We are using version 2.3. Any thoughts?

Sorted this out now. I had to open the XCU files with OpenOffice Writer & this saved them correctly. I had opened the XCU files in Notepad previously, but this screwed the formatting up.
