I know this might be printer specific?
But if not is it possible to change the default setting to e.g Settings/Printing shortcuts, to default to Fast/Economical, or even to re-order the shortcuts so I don't have to scroll down to the 'Fast' setting.

I have no idea what you are asking. What shortcuts? In what application?
 
Any application, as I say this may be printer (HP) specific.

What does the Save As or Delete buttons on that Printer Settings page offer you? Can you rearrange the order via those?
 
You can install "Add a printer" to the Control Panel, set up anyway that you want (Draft). You just have to mark it as "Default". You can leave the original printer set-up as it is, and when you want to do High quality printing, just go to Control Panel and select THAT one as "Default". A pain to switch back and forth, but it is possible.
 
Linney: you can set up & save a custom configuration, but it just gets added to the end of the list!
