default ports work but not ones I have generated

2 pcs running windows 7 professional.
Netgear DG834PN router
Static IP
Reserved IP addresses for the two PCs
DMZ disabled

I can find both computers internally 192.168.0.xxx and log on to them via remote desktop from within the LAN.

I have assigned one of them the default port "RemoteDesktop 3389" and can log on from outside the LAN.
I have created a service, then created a firewall rule using the service.
I have attempted to connect to the PC assigned the new service within the firewall rules but keep being told "Connection refused"

I have used "Simple Port Tester by PCWinTech.com v3.0.0" and the port is open/listening.

I am out of ideas what to check / change, which settings to look at (router or other software), etc to allow me to connect to the second machine via the service/firewall rule I have created?!

Any help, most appreciated.
