Default permissions on new contact objects in AD

I wasn't sure whether to put this in the Windows or Exchange forum, so I started here.

I need to add external contacts to a custom address list, which I can do fine. More importantly I need these contacts to only be accessible to certain users. It's the latter I'm having problems with.

I am adding the new contacts in a new OU under the root domain. I have set permissions on the OU to stop inheriting, and to remove Authenticated Users - Read from the OU. However, when I create a new contact in this OU, it still receives Authenticated Users-Read. This doesn't seem to be inherited because I can remove the ACE on the contact ACL without breaking it's inheritance.

Any ideas on how I can change the default permissions these new contacts (within this specific OU) will receive?
