Default notification on all Calendar events

Anyone know how or if there is a way to force the "Notify me" setting and specific alarm settings on any new calendar event? I have a boss who wants all of his calendar events to page him 15min in advance. Currently his secretary has to go in each time and make the change. Apparently she has missed a few appointments. LOL

You can write an agent that checks that. Not very simple though.
