I have a pc I just installed an acer 19" LCD monitor on when new users login the refresh rate is set to 85 Hz and the user see's no video and I need to RDP in change it to 70hZ my question is how can I set the default rate to 70Hz for all users or at least new users.

What, or who, is changing the setting, if it is a user you can try this?
As an Administrator set the Refresh Rate, then use Group Policy to prevent changes.
Group Policy, User Configuration/ Administrative Templates/ Control Panel/ Display
"Hide Settings Tab"
Removes the Settings tab from Display in Control Panel.
This setting prevents users from using Control Panel to add, configure, or change the display settings on the computer.
