default mail client not poperly installed

In Win NT mode, when using OUTLOOK, it says that my "deafault mail client is not properly installed", (even oulook express)

However if i log on as an administrator it works fine,
I
think it has some thing to do with permissions, but not sure where,

Does any one have any ideas
