default hold "beep" & off net calls

CCM 4.1(2)
VG200 gateway

I'm trying to get the ccm's default hold tone to reach off-net calls. Say I call myself at work from my cell phone, put the call on hold, I can't hear the beeping sound on the cell. Internal calls work just fine.

I can get a fixed audio source hold tone to reach, but not the default beep.

Anyone know how to do this?
