I have to statically assign IP addresses to individual workstations. I have a address range from 171.17.2.66 to 171.17.2.126 I have assigned IP address 171.17.2.66 to the Ethernet O on the router. My question:1, is this the default gateway that should be assigned to each workstation and 2, do I have to configure ip default route at the router
for this to work; sorry I am fairly new to networking

The default route on the workstations would be to the ethernet interface on the router (171.17.2.66)

The default route of the router would point to the serial side. (I am assuming the router is for Internet???) as in:
<Internal LAN>----<Router>----<ISP/Internet>

171.17.2.66 yes this will need to be the default gateway. Depending on your router and what you are trying to access you will need a route in the router. For example a cisco router might have a route like this 0.0.0.0 0.0.0.0 208.13.128.1 in the this case everything will fwd to the 208.13.128.1 (assuming this was the actual ip to the next hop).
