Default email stationary/template

Hi

I have exchange 2000 on a windows 2000 server using outlook 2003

I am looking for a way to stop people from using custom stationary or somehow "lock down" the appearance of the emails leaving our exchange server - i am not too bothered about the internal emails.

Basiaclly the big boss man (not the old wwf guy) has come across some emails that members of staff have sent (with daft images/backgrounds) and in his words: "they make us look like chumps"

any help would be greatly appreciated
