Default could not allocate all required licenses!

When I start the agent UI I get this message:
could not allocate all required licenses! Some functions are limited or unavailable!

the agent able to log into the UI and receive calls but every time agent login this message appears, also on the the IPOCC server when Iam login as administrator this message occurs.

Here is the Error in the Error List when access as an Administrator:
