Default Call routing

How can I change the routing of a call when only 10 digits are dialed for long distance( the 1 is not dialed jsut the area code an the number). I would like these calls to go out over a LD-T1 instead of pool 70 which is our PRI

Have the callers dial the 1 anyway, then absorb it in the ARS tables.

the problem is that the PRI does not have LD codes on it and users are have figured out that if they dont dial 1 then they can make all the calls they want. I could put ld codes on the PRI as well but I would rather not as I have a fax applciation that is unable to append a ld code

basically how can I force 10 digit calls to go out over the LD trunk group and not the local trunk group
 
Set the PRI routes to have a higher ARS level, say 4, then only ARS 4 or higher extensions can get out. If the other users are set at default level which is 3, that will work.
