I've decompiled many Clipper apps with Valkyrie.

Did one today and got "Locked File-Decompilation not allowed".

Anyone know what causes this or any way around ir?

I migrate Clipper apps to Windows and clients send me many apps to decompile. Never seen this error before.

Somehow your OS has the clipper exe "locked" so that Valkyrie cannot decompile it.
Reboot and don't even select the clipper exe in explorer, start up a dosbox and retry with Valkyrie...

The author may have taken steps to prevent the programme's decompilation.

Valkyrie is not 100% effective.
Soon after it was created, the industry created
Valkyrie-proof tools.
