Decode Ac2003 database so it will convert to 2007

My company recently converted to Access 2007. My 2003 database opens but is painfully slow. I clicked the convert button to convert to 2007 format, but get a message indicating my "database is encoded; decode before conversion". Clicking the Encode/Decode button does nothing. After it runs, I still get the same message. Are there any other options for decoding? (by the way, encoding is far beyond the scope of my expertise, so I don't know why I'm getting that message in the first place).
