Decipher Date Format

Does anyone know how to decipher the numeric date format in document_tb as stored in MSSQL Server?

I believe that this is simply the number of seconds since 1st January 1970.

If this is for the Gentran Director product and Sterling stays consistent in their product lines then it is the number of seconds from December 31, 1969 19:00.
