decimal symbol in Spreadsheet (',' or '.')

By default the decimal symbol in Spreadsheet is '.' and the thousands separator is ','.
Is it possible to change decimal symbol from '.' to ',' and the thousands separator from ',' to '.'
For example: 1,234,567.00 to 1.234.567,00.

My regional settings in Win2000 are:
decimal symbol: ,
digit grouping symbol: .

OK!
I found one solution:
In 'Tools/Options/Language Settings/Languages' I set
'Locale Setting' to 'German(German)'

Is this the only solution?
